Is it? Is it really? Because it’s mandatory so that parents won’t keep their kids at home to do backbreaking labor on the farm or sweep out the family shop instead of getting an education. Not to mention there were and still are families that think it’s bad to educate girls and will keep them at home if they can get away with it.
