If the goal is avoiding always being connected to cellular, there's airplane mode and the option to disable the SIM to also disable Wi-Fi calling/texting. Some people use a smartphone as a portable computer without being connected to cellular much or at all. It's not mandatory to have it.
Laptop hardware other than Macbooks is a substantial downgrade for privacy and security. Traditional desktop operating systems are similarly a substantial privacy and security downgrade.
