The Q. is why do costs keep rising?
Well, there are many reasons but the key driver is technological change.
In other sectors technological change usually produces efficiencies & increases in productivity.
Technological change (inc. new medicines/procedures) in healthcare expands demand due to a widening of health problems that can be treated.
And this is the NHS' problem; the 'curse' of better & more effective medical treatments.
