"there is no ACM Handbook" There absolutely are. Sedgewick's Algorithms, Bentley's Programming Pearls. For higher levels, Kent Beck's Extreme Programming Explained, Tom DeMarco's Peopleware, Fred Brooks' No Silver Bullet.
