Millions involved do not stand for much when millions more have dead family members and demand blood for blood (honestly it really doesn't take that many either for the illusion of control to collapse).
There is a tightrope they are walking, and if they refuse to balance it they're fucked.
How many of these millions collaborating would keep at it when there's an actual risk to them and how many would just slink off into obscurity like so many Nazi collaborators did?
As for terrorism, it's a meaningless word similar to crime. It doesn't count when the state does it and they get to define what is & isn't? Nonsense.
Some *would* keep at it until they get killed. A much larger proportion won't.
