NO, "I need a job" is a terrible answer. As a hiring manager, it isn't my responsibility to meet an applicant's needs, it's my role to find a good fit for the opening. A good fit is a two way street. Somebody who answers with I need a job is indicating that he doesn't care if it's a good fit or not.
being desperate and actually not caring is understandable, but rarely results in a good outcome.
