they are generally fully provided by the government.
what you're complaining about are areas that we rely on and where markets don't work as well, whether because of natural monopolies or something similar. so most people demand the government get involved and try to help.
I am not against markets and agree the govt can make things worse. but in areas where the market can naturally work well, I also know businesses will consolidate and prevent competition if they can.
