if your ultimate goal is actually to run the country for the benefit of the majority of people, yes.
The government have stated they aim to reduce the benefits bill. There are quick, easy ways to do that without penalising or stigmatising people. The fact that they're choosing not to do those things suggests to me that reducing the bill is not the point, regardless of whether it's a good or necessary thing to do.
