Meaning, they believed the highest success rate for manipulation came from understanding and manipulating a person’s ideologies. The KGB also had long term agents in America who would report on American public response and sentiment to different world events in order to be able to predict and manipulate public opinion.
The reason i find this interesting is how much easier it must be now to observe, profile, and manipulate sentiment based on ideology and influence in the social media/AI era.
