Yeah, it's why part of making effective public transit is actually reducing the amount of cars that can be on the road. Highway reductions and removals, giving priority access to public transit, taking lanes away to create more cycling infrastructure, that kinda thing. The US suburbs are so awful and poorly constructed though that you can't really do that. ​
