So, AI6YR Ben (npub1ucv…5a8g) knows a lot about Ham radios. If that's a route you want to pursue (and I've considered it -- especially these days), he's the one to talk to. Ham radios have already been used in situations where Starlink isn't an option. Not sure what Mesh networks involve, but I've been able to produce radio signals with simple electronics. Not rocket science. Just putting that out there.
