It can also happen that you're not on the same phase as your neighbours, one might be on phase-A, you're on phase-B and the other is on phase-C; A and C might be working but B might not.
I've also had it where the fuse on the street pillar blew. Very weird having no power in our house while all the neighbours have power like nothing had happened.
