Is Lebanon secular?
No, it is governed by a system called Confessionalism (or sectarian power-sharing).
The Government: High-ranking offices are reserved by religion. By unwritten agreement (The National Pact), the President must be a Maronite Christian, the Prime Minister a Sunni Muslim, and the Speaker of Parliament a Shia Muslim.
The Law: There is no national civil code for "personal status" matters. If you want to get married, divorced, or handle an inheritance, you do so in a religious court (Catholic, Sunni, Shia, Druze, etc.) according to that sect’s specific laws.
The "Secular" Facade: The Constitution technically describes Lebanon as a "civil state" and mentions the goal of eventually abolishing sectarianism, but after nearly a century, those provisions remain largely ignored.
