That's why all the neighborhoods they built on rice fields flood at the drop of a hat.
Not because they're natural water storage tanks, but because they like to flood them with stolen city water even after the rice fields are gone.
The powerful farmers are SO powerful that they leave farming completely and switch from growing food to selling grass to housing developers for yards, or sell the land outright to build the aforementioned mcmansions.
