The easiest way to do that IMO is
1) bus-only lanes in as many places as can fit like 5-lane freeways and 3-lane roads
2) extremely harsh punishments for driving related crimes like DUI and repeated accidents to artificially inflate rider count for the stats
But I'm not sure who's gonna spring for either of those, especially enforcing tighter laws lol
