You can buy a USB stick for $6 right now... Or get an old one from a drawer somewhere in your house.
Install this:
https://tails.net/Boot your PC into it. (Usually the f12 button on boot)
It has Electrum built into it (which has been battle tested since November 5, 2011. )
Create a wallet with that completely offline with a passphrase.
Write the words down, and keep the passphrase separate in your brothers gunsafe.
Send funds to it without it ever touching the internet.
Problem solved for now.
(Electrum does multisig too.. you can worry about that later when the panick dies down)
