Also I iirc there are some water rights stuff too. I know the VA government can be aggressive but so can the land owners. The gov has shifted the overton window quite a bit with more progressive and even aggressive stances against private property and most recently self protection, which raises tensions too. So much of Virginia has been bought up, chopped up and sold off some people are holding on for dear life.
