To add a little bit of nuance...
If 99% miners now start signaling but still accept non-signaling blocks as well, it makes no difference. Knots nodes will stall/fork off.
However if any majority of miners start signaling AND reject non-signaling blocks, that would still suffice for BIP110. (Non-signaling blocks would basically be 51%-attacked so they ultimately don't end up in the longest chain.)
