Yes, some clients connect to a defined set of relays to fetch notes. Others look at your follow list to find the relays your follows are actually publishing to and fetch from those.
Yakihonne does the latter. Damus looks for notes only on the list of relays that you define. Primal only connects to their caching server, which makes a best effort attempt to collect notes from other relays.
