GrapheneOS has external audits and there are no regulations forbidding permitting using GrapheneOS in Germany. Apps not permitting GrapheneOS largely has to do with them implementing things in the cheapest possible way and then not wanting to consider changing it because we don't yet have enough users for them to care. Multiple banking apps have added explicit support for GrapheneOS because our users pushed for it and the same can happen with more.
