I heard from a therapist once, that people move into action when things become uncomfortable for **them**. The analogy of sitting on your hand was used a lot. Imagining sitting on your hand until it was beyond numb and suddenly painful... which would compel you to move the hand.
To my mind, perhaps users have not become uncomfortable enough to move yet. To some, the app doesn't hurt yet... maybe?
