Because their policies allow anyone in the world to open an account and back projects, but they allow only people based in certain countries to create projects. I'm in Uganda, East Africa, and so not eligible to create a campaign in any of the platforms, apart from patreon. It has something to do with the global financial setup, all these platforms use either stripe or paypal. But patreon also uses payoneer which is more inclusive.
