So ... it supports replaceable notes after all.

I had suggested in the past to introduce versioned notes where the relay is not supposed to delete prior versions. Replaceable makes sense to manage storage needs on the relay and we still lack a good concept of when data may get deleted. For my data I'd like to retain all my stuff forever but as a relay operator ... that's probably not how it will play out.
