No doubt that the valleys and high altitude spots have different weather. But beyond that, for forecasts across a constant elevation, I suspect that a violent localized storm might not show up so strongly on forecasts that average over time and area. There is forecast model resolution to be considered as well. I'm not a meteorologist (but sometimes wish I were!).
