Creating watchlists is a basic human right for everyone, including the president of the United States. Obviously any president of any party affiliation can do it and is capable of acting on watchlists.
If your whole argument depends on harassment ocurring then it sounds like there is nothing inherently wrong with speech based watchlists, which is what it sounded like you were saying earlier.
