That has no bearing when the incentives align. Fiat can be very persuasive to any jurisdiction. But whatever, bury your head in sand about it, I don't care anymore. 11 years of experience and technical experience but sure, the mantras influencers say are your rebuttal. It couldn't happen because game theory between nations (as if nations don't work together all the time).
