A payment target is a way to add alternative payment methods. In some nostr clients there is a setting where you add an address. It then shows up in your profile. You can then tap on a users profile and tap on any of their payment targets shown. It isn't a "zap" on a post or comment but rather a way to send a payment to an npub.
Some other clients may have built in "zaps" for notes with monero.
