im not entirely sure what sort of systems can have this kind of interaction -- it probably entails some general purpose language -- but there's something interesting that's at least possible, tho not necessarily common?, when thats the idea
because while you could certainly just make a language/framework, and insist people use it for the particular problem domain, you can ALTERNATIVELY decide on what the right metaphors and meanings are for the problem domain and make those general
i think PLATO is an example of something more along these lines, where the TUTOR language was designed first to be good for designing interactive classes, and then extended to be a full featured language that large portions of the system were built out of
