Canada used to fund our main public pension on an ongoing basis. But in the mid-1990s, the feds looked at the demographics and decided it would be better to shift towards a savings scheme, originally as a passive investor.

Do you understand the difference between being a passive and an active investor? The CPPIB became the latter maybe 20 years ago; Mr. Coyne has been complaining about that decision ever since.
