Not the UK, for pensions; the UK state pension is funded out of current tax receipts & is not an investment system at all... The cviv service scheme & quasi public bodies (like universities) on the other hand have such schemes (I am a member of the USS, university scheme) which *do* invest on such a basis, and may (although I cannot recall the exact level for recent years) have such investment growth targets....
