There is no stolen bitcoin. The network rules are if you have the keys, you can spend the UTXOs. If your keys were stolen, that is a civil network problem not a bitcoin network problem. Your redress is through the legal system of where you live. Don’t blame bitcoin that you live among untrustworthy people.
