I'm assuming you're actually Dutch given your surname so I'll bow to your domestic knowledge
But didn't the Dutch authorities end up in this mess because the legacy system already in place actually charged unrealized gains but at a capped amount, so very successful investors were making a killing!
It was only when this was judged to be unlawful that the government has railroaded this idea through
