It's just a general limitation of a broadcast protocol. Since it goes out to everyone, more people can hear it and it's harder to silence. However, since it is sent out to so many places, it's also easier to track who sent it out.
The ideal, in my opinion, is to have the message sent to people who want to hear it without anyone knowing who is listening to it and who sent it.
