added negentropy support to the embedded notedeck relay.

now you can use the #headway cli without notedeck open (it will maintain a sync of the issues/boards)

anytime you use the cli while notedeck is open it will automagically sync with the board

because headway issues are CRDT-style, the cli and notedeck become a mutual replica. no external relays needed.
