One common culprit on systems of this vintage are tantalum capacitors going kerpop, which may have occurred the last time the unit was powered on, or when you did so.

The first thing to do would be to test the voltage rails from the power supply. Tantalums tend to fail short. In this scenario the power supply is usually smart enough to not power on.
