I know that public protest hasn't stopped descent into fascism in the past. It has helped them slaughter the resistance though. I mean *too* dangerous, in the sense that it'll do more harm than good at this point. Not that protest must never be dangerous at all. There's always going to be the danger of getting hurt at a protest, but I'd still love to get to where it's a good idea to protest again. It's definitely a privilege to feel like you can get out there and protest, without everyone there being systematically eradicated.
