First I wanna help you correct your English:
I (wanted to, tried to) access Deviantart with a VPN, but I couldn't access it because VPNs are blocked.
Second:
What VPN are you using? Is it a free one? Could you try another one, or try using TOR?
Also, have you tried changing your DNS? I managed to access a lot of blocked sites in BR by changing my DNS.
