not criminal, but i assume trying to pre-empt republican witch hunts. but it is weird still -- how can you pre-emptively pardon? how does that work? can a president pardon themselves pre-emptively? "they're not guilty and they haven't committed a crime but if they did then that's okay"? why open that can of worms
