Thinking if it, another German guy once told that his government preferred investing into cable/satellite TV, and neglected high-speed Internet.
You may have a very boomer-minded country there (No offense, of course). Basically, no leaf moves that could bother them.
Of course, it's guaranteed they'll start be looking for foreigners if they can't manage enough IT workers at home, or if they grow too costly. They will also loosen requirements if they get desperate.
