Yea that was my read in a way of this. Like what if we had a replay of the whole bip110 saga, except every node was still able to submit reasonable hash rate because they could all mine on a cpu? It might have played out differently (maybe).
Then again maybe most cpu nodes might have preferred the fees from jpegs and ordinals either way, (free market), but at least then we could say that the say of this free market had a higher sample rate. Unless I’ve completely misunderstood (likely) everything in Steve’s post and in general.
