yes, it was business, yet not as usual. IBM was servicing the machines on lease for genocide and maintaining them. when I taught tech ethics to CS grad students and large corporations, there was always one person, just one person, who said "if they pay, anything is ok". they were the exception to the rest of the students who disagreed (at least in class) that knowledge of genocide let alone active enablement ends the business side of the argument.
