It’s the proposal for what happens to old vulnerable coins specifically. Three phases. A few years after activation, new coins can’t be sent to legacy addresses anymore, funnels everyone toward quantum safe ones. A couple years after that, old signatures stop being valid entirely, so anything still sitting in a legacy address gets permanently frozen. Last phase adds a rescue mechanism using zero knowledge proofs, a final way to prove ownership and move your coins before the door shuts. It’s the first time Bitcoin’s ever proposed touching spendability like that, which is why it’s controversial.
