I'm using it in the colloquial sense, behavior that sexualizes someone without their consent and is likely to make them uncomfortable. I'm sure creepy used to mean people who did it slowly, but that's not how it's always used now, and that's not the most common use I've seen for it. Hate it all you want, use the term however you see fit, but language evolves and you can't stop it from doing so without having more control over other people than anyone should ever have.
