And yet, it remains their ethical responsibility to not deliberately sell their tools to someone they *know* will use them primarily to harm others.

The dealership is supposed to refuse to sell them a car if they don't have a permit, yes. So if they do it anyway? Yes, the dealership is responsible. And if Honda *knew* the dealership did that kind of shit routinely, they *also* should be liable.
What car manufacturers more specifically should also be liable is every instance of illness or death attributable to the results of lobbying used to keep infrastructure car-centric.
