That's not gonna do it, what has to happen is all the people costing money need to stop costing money... But they're gonna fight to not stop costing money because that's their way of life.
The most obvious way out of this is a big nasty civil war, though I concede that internet interconnectedness and so on make things a lot different than they were in past history, so things might play out differently...
