I think it’s even simpler. The worst tyrannies arise due to a mere perception that political authority is legitimate.
The ruling class hold power not by brute force alone, but by this superstitious / religious belief held by too large of a group.
If a decent percentage of people knew their rights (derived from self-ownership), they would disobey; they would see politicians only as thugs.
