That's exactly the point though. I agree that everyone should have access to clean water and I have no problem paying taxes that go toward that. But it's not a "basic human right" because forget wealth, what happens when no one wants to provide that water? Whether you pay them or not? You'd have to do exactly that, put people in camps.
You can't have a right that depends on someone else to give it to you without eventually infringing on that person's freedom.
