Lots of times it cannot all be disabled from settings, I've even seen the Facebook app installed so it could only be disabled over USB.
Those ads were probably stored on the device from prior connections or when the device was first provisioned. I doubt the vendor is paying for a whole second network connection but I would not bet my safety on that either.
