Unless that device can take a 3ed party OS, you are going to need to install ADB support on a real computer and disable every piece of vendor trashware over ADB. Lots of times it cannot all be disabled from settings, I've even seen the Facebook app installed so it could only be disabled over USB.

Those ads were probably stored on the device from prior connections or when the device was first provisioned. I doubt the vendor is paying for a whole second network connection but I would not bet my safety on that either.
