There is way to be non-messy guys.
Have one event that specifies the content sections of the community.
Rooms can be such content sections.
Forum posts another, Apps another, Polls another, Repos another...
Whatever the community wants to cater to. Let them announce that.
The daily drivers do NOT have to support every root kind. They only have to be really good in the comments/reactions/zaps around the root kinds (+ good in chat too).

Heads up, I'm gonna hopefully come up with a way to have Nip29-style Chat Rooms as something you can make part of a wider content-type Community (that also is an App catalog, can have actual Forum, etc...).
Really do think there might be a way. And I see the benefits of some Nip29 relay-specific things, for rooms only tho

The combo is the sweet spot tho:
1. Your app was blasted (and is stored on) to 700 relays ✅
2. Your app was targeted at these 2 moderated communities, where it now is in the spotlight of a moderated and interested set of users.
You will only be bothered with notifications about this scope (not the complete chaos of gLoBaL).
You can at any time also target your app at your own community (or others).

Yup, for targeting events:
1. As an author - you put h tag()s directly in the events themselves.
Came to the conclusion that most events that you would want to change the target communities of are replaceable. And for forum and chat and the like, you are exclusively targeting one community anyway. So no need for another event and the computation etc... that comes with that.
2. Sharing other people's stuff - several options.
You can allow general reposts in your community and just put the ha tag in that event (that would be the Targeted Publication thing but without needing a new event kind).
You can allow label events to be targeted at the community. Which would be kinda like a categorized repost.
