https://csrc.nist.gov/pubs/fips/203/final this 56-page PDF is the kind of thing where it gets actually bad... then you need to do it all timing-safe (while both the compiler and the CPU are actively hostile to your attempts). Falcon is so hopelessly bonkers to implement that four years after selecting it as a post-quantum algorithm, there's still no standard for it.

**Disclaimer:** This is just what I remember. I might be completely off.
First and foremost, back then, things were a lot more laid-back. Lots of semi-novices making things that went into production.
For a long time, people defaulted to it because it had better usability. The silent type conversions and warnings weren't considered a bug but a convenience. The tooling was just better (phpMyAdmin unironically was a selling point). Autoincrement was more intuitive. People got started on things like XAMPP, which packaged MySQL, so there was a lot of inertia as well, which led to all the introductory guides and (heaven forbid) tutorials focusing on it.
The PostgreSQL replication story was simply non-existent. PostgreSQL generally had this irrational feeling of being a "big, clunky database". The elephant logo probably didn't help that perception. The role system seemed bizarre and counter-intuitive (seriously, "login role"?). You still had to pg_dump across major releases for a long time.
We all know that today the correct answer is Azure SQL Database and not running your own database at all, but hindsight is 20:20, plus the kind of SaaS cloud environment just kinda didn't exist back then.
